Veteran's Health Advocacy

HCCA has recently met with Ex-Service Organisations (ESOs), Totally and Permanently Incapacitated Veterans ACT (TPI ACT) and RSL Canberra to talk about access issues for Veterans who use Gold Cards and White Cards to access GPs, Specialists and other primary health care.

 

One of the key focus areas for advocacy reported by these organisations is that there are very few GPs in Canberra that will accept new DVA Gold/White Cards, and more frequently Veterans who have previously been able to use their Gold/White Card are have been told they are no longer accepted for payment. This is creating barriers for Veterans to access primary health services. Reasons cited for a drop in the use of DVA Gold and White Cards for payment include:

  • Financial strain – DVA fees do not cover the cost of care, and there are no mechanisms for incentives or bundling like in the bulk billing system.
  • Complexity of the paperwork, forms, and administrative processes taking a lot of time and effort that is not adequately funded.
  • The payment system is complex and payments to GPs for services are not timely.
  • Lack of awareness and understanding of the DVA systems and Veterans entitlements.

HCCA introduced the ESOs to Capital Health Network to jointly discuss this issue and as a result CHN put a survey out for Veterans in their ‘My Say’ hub to collect some first had information from Veterans. HCCA have also helped CHN to develop an education webinar for GPs about the different DVA funding options for Veterans under the ‘Coordinated Veterans Care’ Program. This will be presented by GPs from YourGP Denman who are subject matter experts. This has been a positive step forward in our advocacy efforts and we hope as a result of this collaboration more GPs will understand and utilise the DVA funding for Veterans.

Health Literacy Update

C is looking forward to joining Advocacy for Inclusion’s Welcoming Community Program at their showcase on 7 August from 10:30am-12:30pm at the Salthouse Community Centre. The Welcoming Community Program is a new peer-led program for older people with disability in the ACT. It will include monthly learning circles in-person and online on topics chosen by participants.

This fortnight, Ivapene has been presenting ‘Navigating the Health System’ to Multicultural Communities Council of Illawarra’s (MCCI) social groups in the ACT. The team at CHS Community Care Health Promotion joined these sessions to talk about the offerings of the Community Care Program (CCP).

Participants have welcomed these sessions and appreciated the information provided from the teams. The groups included:

  • MCCI Indian group in Forde
  • MCCI Multicultural group in Belconnen
  • MCCI Chinese group in Palmerston

Occupational Therapists tackle obstacles in the home, from support to cook a meal, to navigating public transport

Occupational Therapists (OT) can help people do everyday things like dressing, cooking and travelling and there has been positive research into their working within people’s homes and communities opposed to clinic-based treatment.

Unfortunately, recent cuts to NDIS travel payments and frozen rates are making it harder for OTs to do their work.

This article highlights why OTs should be properly funded and supported because of their work to help people live more independently and stay out of hospital.

Good Live, Good Life!

This World Hepatitis Day, Hepatitis ACT reminded us that we can help eliminate Hepatitis B and C by 2030 in 3 steps:

Prevent: Get vaccinated for Hep B, use sterile injecting, tattoo and piercing equipment and practice safe sex.

Test: Over 1000 Canberrans have Hep C but don’t know it! Testing for Hep B and C is free from Hepatitis ACT or you can see your usual doctor.

Treat: Hep C can be cured and Heb B can be managed – get help from Hepatitis ACT or your GP

New QUM Resources 

The QUM team have been working hard on resources for the Antidepressants in Older People and Oral Anticoagulants programs. We’re excited to share two new resources now available on the HCCA YouTube page.

Understanding Oral Anticoagulants Animation 

This short animation that explains how oral anticoagulants work to help lower the risk of stroke for people who have atrial fibrillation. It also talks about the importance of taking them correctly.

My Journey with Antidepressants video series 

This four-part series shares the lived experiences four consumers reflecting on their experiences with taking antidepressant medicine. Including commentary from GP Dr.Caroline West, the videos explore why they started, what it was like, coming off as well as tips and reflections on their journey through treatment.

We’re grateful to all four consumers who shared their stories. A special thank you to Mike McCartney, one of our HCCA members who features in the series and has been engaged throughout the development of the Antidepressants in Older people program resources.

The ACT has been hit with a spike in influenza cases particularly affecting children and elderly people.

How should artificial intelligence be used in Australian health care?

30 Australians were randomly selected in 2023 to serve as a ‘citizens jury’ being asked “When, if ever, should AI be used in Australian healthcare to detect or diagnose disease?”.

And through 18 days of hybrid sessions of discussion with the jury, a multitude of recommendations have been made and listed thoroughly within this journal.

The overarching summary shows: “the public knows not intervening is not an option. But they want it done right—with strong governance, privacy protections, and genuine public involvement.”
